After Lacy's father Israel died, his mother Susan (Moutray) Earney married William B. McMillen on March 03,1850. Susan and William had 5 or 6 children. Susan died shortly after giving birth to William Moutray McMillen in April 1859. It is said she gave her children to her sister Mary to raise.
In the 1860 Federal Cenusus of Crawford County, MO, Courtois Township, Lacy his brother Riely and their half brother Moutray were enumerated at their grandparents, James H. Moutray and Mary (Higgenbotham) Moutray's residence. Also enumerated at this residence were their mother's sisters Mary, Johana and Eliza.
