Third Generation

10. Photo Josephus (Joseph) DA JACO21 was born on November 25, 1728 in St. Martin in Val Badia, Tyrol (Crownland of Austria) at Frena.

Under Austrian Empress Maria Theresa (1740-80) government reforms were begun, and accelerated under her son, Joseph II (1780-90). Social reform under Joseph II was particularly enlightened, and influenced by radical French philosophy. He abolished the feudal system in 1781, issued an Edict of Toleration for Protestants and the Orthodox Church in 1783, and proclaimed toleration for Jews in 1783. He prohibited purely contemplative monasteries, reduced the number of regular clergy, and eliminated the need of papal dispensations for marriage. But some felt threatened by these changes, and they successfully counteracted the proposed reforms. Implementation of reform in remote areas of the empire became impossible. The church in the Land Tyrol was successful in suppressing most reforms by playing on the anxieties of the common people, who traditionally found security in the church and were concerned that it was being undermined.

To avoid popular revolt, Austrian Emperor Leopold II (1790-92) was forced to repeal military conscription and state control over the education of priests in Tyrol. He established a parliament to debate the repeal of the other reforms. The parliament considered many complaints, mostly over religious matters, but also pertaining to judicial and tax issues. The government would consider compromise of minor issues, but made no concessions on the policy of centralization. Many moderate civil servants would not strictly enforce the reform laws anyway. Finally Emperor Francis II (1792-1835) abandoned most of the reform programs altogether.

He died on June 18, 1803 in St. Martin in Val Badia, Tyrol (Crownland of Austria), at Laguscél.
