You can take my listing of a maneuver here as an endorsement that I find it okay (I'm known to have a disdain for Elementals much as I do for Animal Hybrids though mainly it is a misunderstanding).

Wind's Reppu Ken is not limited to Ground travel. It also serves as the prerequisite for Yonokaze. As a mere cosmetic note, Wind's
Yonokaze usually comes up from the ground beneath an opponent.
The Orochi version of Flight was created without reading the version in
the PHB. I list both but prefer mine.
* Environmental Effect, The: Only available to the true Heavenly King. Prereq: Focus 6. Only usable with Orochi Ascending. For description, see Three Kings.

Inverted Vortex: Only available to the true Heavenly King of Wind (Goenitz). A Maneuver of Mass Destruction. Either creates a gigantic inverted vortex which sucks everything into the sky or can be un-inverted to spawn tornados.
Can only perform with Orochi Ascending. With precise use, this power could theoretically be used to create a high magnitude hurricane that would run a natural course (although easier when working with the General of Uncharted Depths).
