Heat is a natural by-product of metabolic activity and is also the basis for thermographic vision. With thermal dissipaters, it is possible to collect heat and dissipate it in a manner that will lower a character's thermal signature.
Thermal dissipaters work by pumping a fluid of extremely high heat capacity through a network of microscopic tubes established throughout the dermis of the body. This fluid is then cycled through a series of heat exchangers implanted in the feet. The resulting heat is transferred to a special pair of boots or shoes (base cost of 500Y for boots, 750Y for shoes) which pump the heat into the underlying ground.
This entire process makes it unusually difficult to distinguish a character from the surrounding environment when using thermographic imaging. Perception tests are modified to detect the character, and combat actions taken against the character have a targeting modifier applied). Perception modifiers also apply against electronic equipment (security systems, sentry guns, etc.) attemtping to detect the character. Once the character has been detected by a system or person, though, apply the combat targeting modifier instead of the perception modifier.
Thermal dissipaters aren't compatible with orthoskin, lipid binding, or dermal plating. They are, however, compatible with tactile attenuation.

Scorn
[I heard that, Scorn. If you
were smooth enough we wouldn't have even needed the spell.]
Q
[As I recall, Scorn, you
were the one who stepped right in front of the motion detectors while invisible.
Even if you were invisible, you should have known it wouldn't have helped.]
Selma
[Hey, it was a MISTAKE!]

[Thermal dissipaters sure
give you an edge, but it's only an edge. You still have to tread lightly
and know what to do if the drek hits the fan. These things are great
against trolls, dwarves, and when operating in complete darkness, though.]
